Rolled out to Active911 Beta customers on November 1st, 2024.

1. Fixed a bug when no firefighters match the alert responses.
2. Fixed a bug where the alert "details" were not appearing.
3. Converted the alert times and response times to the timezone of the computer running Fire Station.
